Description of original award (Fiscal Year 2024, $130,780)

The Hocąk (Ho-Chunk) Nation is a federally recognized tribe located in Wisconsin. The tribe's justice system was created from a spirit of hesitation and reluctance. The people knew that they needed laws and regulation but feared that too much oversight would lead to an adversarial structure that mirrored the federal and state organization that had historically tormented them. This led to a slow, but intentional and culturally rich growth, by the Nations Judiciary. Unfortunately, the other aspects of the justice system did not develop as quickly or as effectively. With this funding the Ho-Chunk Nation Judiciary will engage in a Comprehensive Tribal Justice System Strategic Planning process. The planning team will include the Nation's Police Department, courts, and legislature to address the influx of harmful substances in their communities. By bringing all the key players of the Nation's government, agencies, departments and community members together they plan to take a proactive, wraparound approach to orient the future goals of the Hocąk Justice System.
