While there is an active and vibrant Tribal Court (Txin Kaangux Court, or TK) and treatment program operated by The Aleut Community of St. Paul Island, which serves all the tribal membership onsite, there is no bridge that allows those services to be offered to tribal membership offsite. A vast majority of enrolled tribal members (90% or greater) reside offsite or outside of the St. Paul Island community. The tribe proposes to take its successful Txin Kaangux [Health and Wellness] rural village Healing to Wellness Court (HTWC) and translate its model into the accepted Adult Treatment Court Best Practice Standards and Key Components to be implemented within the tribe’s Anchorage service area and ever-growing population of relocated urban tribal citizens. In this way, the tribe can build on its on-island successes, bringing culture and restorative principles to its urban tribal citizens, while incorporating fidelity to the best practices available in the field of recovery.
