The applicant, the Washington D.C. Metropolitan Police Department (MPD), is requesting funding to establish a crime gun intelligence function within its Office of Criminal Intelligence. The objectives of this proposal are to: increase the capacity of the Office of Criminal Intelligence to prevent and respond to gun crime; improve linking, tracking and dissemination of National Integrated Ballistics Information Network leads, intelligence, and other Crime Gun Intelligence Center products; invest in technology to support the analysis of intelligence and data in innovative ways that enable identification of criminal case leads and violent criminal activity, focusing resources on people and places associated with high concentrations of crime; and continue enhancing the coordination of departmental collection, analysis, and dissemination of violent crime information through technology enhancements. The funding would allow MPD to acquire an intelligence management system to implement a secure, interoperable system to allow for seamless data collection, entry, analysis, storage, and sharing within MPD to ensure consistency and accuracy. The platform would also serve as a centralized intelligence repository for case linkage and deconfliction. In addition, ESRI consulting services would assist in deploying and configuring a crime statistics application. The crime statistics application would enable MPD to generate and visualize key statistics, monitor crime trends, visualize current and historical crime data, and modernize CompStat practices.
