Description of original award (Fiscal Year 2024, $994,984)

The Butte-Silver Bow Veterans Treatment Court (BSBVTC) is applying for Category 2: Enhancement funding and requests Priority Consideration 2 for identifying veterans early using Veterans Re-Entry Search Services, providing services to veterans who do not have access to Department of Veterans Affairs resources, assessing and providing services to reduce risk of violence and self-harm, and expanding services to rural communities. BSBVCT service area is the city and county of Butte-Silver Bow and six surrounding counties. BSBVTC is requesting funding for a 48 month grant to provide enhancement services for 100 participants.

The BSBVTC target population is a criminal justice-involved (misdemeanor or felony) veteran or service member of any branch and with any discharge status (including non-Department of Veterans Affairs eligible veterans) who is an adult resident of Butte or nearby counties.

The range of evidence-based treatment services includes residential, individual and group outpatient counseling, mental health counseling, cognitive behavioral therapy, eye movement desensitization reprocessing, and medication assisted treatment. BSBVTC will provide the appropriate assessments and treatment services matched to assessed needs for all clients to reduce opioid, stimulant, and other substance use disorders and to reduce opioid overdose.

BSBVTC will expand access to nearby counties and increase capacity to 25 participants annually; identify participants early and promptly place them in the program by partnering with local and nearby jails to run new booking lists through Veterans Re-Entry Search Services and report results to the coordinator daily; expand and enhance access to treatment services and recovery support by adding seeking safety curriculum and Moral Reconation Therapy; assess participants for risk of domestic violence and self-harm and provide warm handoffs or intervention treatment services; and improve the BSBVTC through training, data collection and review, and program adjustments by modifying our case management system and expanding our assessment of equity. BSBVTC has an active Bureau of Justice Assistance Veterans Treatment Court implementation grant ending in September 2024. The Butte-Silver Bow Driving Under the Influence Court also has a Bureau of Justice Assistance enhancement grant that expires in September 2025 and includes some funds for the deputy county attorney who serves on both treatment court teams.
