Description of original award (Fiscal Year 2024, $2,500,000)
The Oregon Judicial Department (OJD) will implement a statewide project (the “Project”) through its Office of the State Court Coordinator in Salem, Oregon. The project will focus on high-risk/high-need justice involved service members and veterans (SMV). Project work will emphasize equitable access and availability of services, while addressing necessary data components ensuring fidelity to the treatment court model and best practice standards. The OJD will ensure admission protocols for SMV eligible for program participation do not exist for race, color, religions, national origin, sexual orientation, gender, gender identity, or disability. Program data including referrals, acceptance, completion, retention, and duration will be stored on OJD’s management information system.
The OJD will use the grant funds over 48 months to enhance and expand its five existing post-adjudication veterans treatment courts (VTCs) and to explore regional VTC approaches. The project will draw upon extensive state specific VTC strategic planning efforts to increase SMV access to and participation in VTCs through increased referrals and program acceptance, better identification of the eligible population, increased training and technical assistance, adherence to best practices, and support for the VTCs serving the identified population. To achieve project goals and deliverables, grant funds will be used to hire two fulltime positions: VTC Analyst and VTC Community Mapping Analyst.
