Description of original award (Fiscal Year 2024, $300,000)

The Charlotte-Mecklenburg Police Department (CMPD) established its crime gun intelligence center (CGIC) in FY2021 to identity unlawfully used firearms and their sources and effectively prosecute perpetrators engaged in violent Crime.  Given the success that the CMPD’s CGIC has experienced thus far, the CMPD seeks $300,000 in funding through the Bureau of Justice Assistance’s (BJA) FY2024 CGIC Program to expand their CGIC to address the increase in violent firearm-related crime within the Charlotte-Mecklenburg Community.  CMPD plans to implement the following strategies in adherence to the CGIC model:

Hiring one full-time Crime Lab Technician to support the NIBIN Program,
Hiring one part-time Retired Police Officer to assist with the NIBIN Program,
Maintaining one full-time Management Analyst Position to provide support to the CGIC,
Maintaining the CGIC Collaborative Working Group in partnership with ATF and representatives from additional law enforcement agencies
Continuing to Enhance the CMPD’s Firearm Taskforce by adding a Management Analyst and a Crime Lab Technician to support the CGIC and enhance investigations,
Continuing to Adhere to the CGIC Business Model,
Continuing to Effectively Investigate Firearm Related Violent Crime,
Continuing to Establish a Comprehensive Training Program,
Continuing to establish a Violent Crime Prevention Strategy
Continuing to Establish an Improved Response to Gun Shots Fired,
Continuing to use Gun Stat to support Reductions in Violent Crime and Recidivism,
Continuing to Effectively Prosecute Cases Involving Firearm Related Violent Crime, and
Partnering with an Academic Organization as a Subrecipient to Complete a Final Analysis Report on the CMPD’s CGIC Expansion Project.

Accomplishing these goals will allow the CMPD’s CGIC to use intelligence, technology, and community engagement to swiftly identify crime guns and their sources, and effectively prosecute those who commit firearm related crime.
