Description of original award (Fiscal Year 2024, $150,000)

The City of Tampa is undertaking a project to address the safety concerns of individuals with dementia or developmental disabilities who may go missing. The city understands the importance of taking proactive steps to safeguard vulnerable populations. Alzheimer’s disease is a significant public health concern in Florida, with a notable number of individuals aged 65 and older diagnosed. The Tampa Police Department (TPD) has recorded 828 reports of missing adults from January 2022 to July 2024, underscoring the pressing nature of the situation. TPD recognizes a need for improved agency technology to better manage cases. The goal of the project is to prioritize the safety and well-being of individuals with dementia or developmental disabilities who tend to wander from secure environments. TPD will reduce fatalities and injuries among these populations through the implementation of proactive programs and adoption of locative technology. The project will enhance public knowledge and awareness of proactive strategies, and acquire and implement tracking technology. TPD will ensure access to these resources in underserved communities. The project includes program development, procurement, and distribution of tracking devices; community outreach and education; training and capacity building; equity advancement; and continuous monitoring and evaluation. TPD is working closely with the University of South Florida Memory Clinic, healthcare providers, mental health agencies, autism advocacy organizations, and Alzheimer’s support groups, to develop a program that is inclusive and responsive. The project will address existing disparities and improve access to vital services and opportunities for communities that have historically been underserved and marginalized. Through focused outreach campaigns, educational materials that resonate with different cultures, and support services, the project aims to enhance public safety and promote fairness. The input and participation of these communities will shape program design and implementation, guaranteeing relevance and effectiveness. In general, the City of Tampa is implementing proactive measures to safeguard individuals with dementia or developmental disabilities who may be prone to wandering.
