Description of original award (Fiscal Year 2024, $993,731)
Capital School District (CSD) proposes to implement the Category 2 BJA STOP School Violence project, Threat Assessments Preventing School Violence in Capital School District. In partnership with The Lincoln Center for Family and Youth, CSD will serve as fiscal agent. Addressed are three BJA STOP funding areas: Train school personnel and educate students on student violence against others and themselves; increase school safety by developing and implementing threat assessment and/or intervention teams to identify school violence risks and implement strategies to mitigate those risks; and implement a technology solution designed to provide a way for students, teachers, faculty, and community members to anonymously identify school violence threats.
Service Area. CSD serves students in Dover, DE. Dover’s violent crime rate of 8.45 (per 1000 people) is more than double that of DE (3.84) and of the U.S (4). All 13 CSD K-12 schools will participate (6,547 students, 68% African American or Hispanic, 43% low-income). Community violence infiltrates CSD: In 2023-24, of 9018 school disciplinary incidents, 15% were violent and 40% led to suspension.
Purpose. The project will address two gaps: (1) Pervasive school violence and (2) Enhancing multidisciplinary threat assessment teams (TATs). The goal is to prevent school violence. The objective is to conduct threat assessments and develop multidisciplinary intervention teams.
