Description of original award (Fiscal Year 2024, $33,781)
The Guam Bureau of Statistics and Plans, Government of Guam will use FY24 PREA Reallocation funding to continue to facilitate jurisdictional compliance and sustainability of PREA standards by providing for the security, adequate supervision and monitoring of the Department of Corrections and the Department of Youth Affairs to comply with PREA requirements; and to continue to enhance training opportunities to increase knowledge and expertise in PREA standards. The capabilities and qualifications for recipients is noted in the Organizational Capabilities and Competencies section of the narrative.
To achieve this goal, the first objective is to upgrade the Department of Correction (DOC) and Department of Youth Affairs (DYA) communications and evidence gathering capabilities. The second objective is to enhance DOC and DYA’s reporting and data collection capabilities by providing digital access to its case management system in each of its housing units to further advance the collection and retrieval of data. (115:71: Criminal (115:87: Data Collection). Lastly, the third objective is to be able to produce engaging and up-to-date video to be used for training and education purposes. Video is easily consumed in today’s society. The ability to produce in-house will allow us to localize the material utilizing a familiar setting for both the inmates and staff (115.31: Employee Training, 115.32 Volunteer and Contractor Training, 115.33 Inmate Education) and provide access to written materials that are accessible for residents and staff to participate in PREA training and Youth Education.
