Washington’s Department of Corrections (DOC) has on-going efforts to comply with all PREA standard elements. The key areas of focus for improvement for PREA practices is within DOC. DOC will use a dedicated Correctional Specialist 4 to aid the Director of PREA Services in audit review and analysis, of both individual facility and systemic issues; and in the development of procedures, policies, and systems to ensure that PREA compliance is both continuous and improved. The Correctional Specialist 4 coordinates, manages, and implements the recommendations from the gap analysis report prepared by Moss Group and national best practices. The Specialist also evaluates and analyzes prior corrective action from previous audit to identify common trends and recommended process improvements. Specific tasks include managing the rolling audit process at identified facilities to ensure ongoing compliance with DOJ standards and providing expert consultation and technical assistance regarding PREA Compliance in DOC prison and reentry facilities to ensure that PREA compliance is both sustainable and enculturated.
The Correctional Specialist 4 also provides on-site consultation and technical assistance to facility PCM/PCS, serves as the point of contact for facilities to assist with DOJ standards and policy compliance and assists with PREA training, audits, and consultation with agency staff and managers on PREA matters. Specialist tasks include conducting detailed PREA investigations to ensure investigations are completed promptly, timely and objectively. The Specialist tasks also include reviewing and closing investigation reports from facilities and reentry centers to ensure all elements are completed as required by DOJ PREA standards.
