The Maricopa County Attorney’s Office (MCAO) proposes implementing the NICE Justice Digital Evidence Management Solution Project (MCAO DEMS Project) to address the escalating complexities of managing digital evidence for cases submitted to the office from more than 30 Law Enforcement Agencies. The purpose is to streamline the storage, processing, and redaction of Body-Worn Camera (BWC) footage and other digital evidence in MCAO.

Project activities include integrating the NICE digital evidence management system and implementing Pimloc Software’s Secure Redact solution. Pimloc is the redaction solution used within the NICE system. MCAO will implement Pimloc before NICE to gain efficiency in using their reaction tool before NICE is fully implemented. The NICE system will centralize digital evidence storage, allowing efficient access and management, while Pimloc will enhance the redaction process, ensuring privacy protection for victims and unrelated individuals.

MCAO will hire an IT Consultant to oversee the technical integration of the new systems, a Management Analyst to document best practices and develop standardized policies, and a Technology Trainer to provide thorough training on the new systems and workflows. These roles are crucial for ensuring the successful implementation and utilization of the new technology.

Expected outcomes include enhanced efficiency in managing digital evidence, compliance with state record retention and destruction policies, improved privacy protection through efficient redaction processes, and more streamlined case management. MCAO staff will benefit from manageable workloads and improved case-handling capabilities, law enforcement partners will experience smoother evidence submission and collaboration processes, and the residents of Maricopa County will benefit from more effective, efficient, and timely prosecution of cases.

The project's intended beneficiaries are MCAO staff, law enforcement partners, and Maricopa County residents. Subrecipient activities do not apply to this project.
