Description of original award (Fiscal Year 2024, $28,840)

The Dubuque 2024 Law Enforcement, Prevention, Investigative and Tactical Response Project consists of three components with the goal of the project to assist local law enforcement with enforcement, prevention, and tactical response efforts. The City of Dubuque is part of a disparate jurisdiction which includes Dubuque County. Funding eligibility, as defined by the 2024 Iowa JAG Allocation list, defines $28,840.00 Municipal, and $0 for County. Funding, if awarded, will be supporting both Municipal projects and joint overtime projects. The Dubuque Police Department will purchase push bumpers for marked squad cars. The Dubuque Police Department has invested heavily in technology in recent years. The City of Dubuque has a robust traffic camera system, and the police department recently acquired LPRs for multiple points of entry into the city. Additionally, the department is beginning to build a Precision Policing Center (Real-Time Crime Center). The department’s ability to locate suspects and their vehicles is increasing, and it is anticipated that vehicle pursuits will also increase. To reduce the duration and risk associated with vehicular pursuits, the department has amended its policy and will be providing training on pursuit intervention tactics to include intentional vehicle contact. Push Bumpers will enhance officer safety while conducting these maneuvers and reduce damage to squad cars. The city and county will use funds for prevention and investigative activities, to include the response to specific areas based on needs determined by statistical analysis as well as intelligence information, including but not limited to: addressing increases in burglaries, thefts, firearms discharges, and increased illegal narcotic activity. Grant funds would provide overtime for special projects for specific problem areas in the community and is available to both Dubuque Police Department and Dubuque County Sheriff’s Office.
