The Town of Hamden respectfully requests $38,075 in JAG assistance for the proposed Hamden Police Department’s program described below.
Acquisition of Ballistic Shields with transport bags - $ 9,310.00
The Hamden Police Department requests funds to support our proposed purchase of Ballistic Shields that will be used by sworn members of the department. The department is looking to provide our officers with the proper equipment when responding to calls for service involving firearms or the threat of being fired upon (barricaded subjects) which may result in serious injuries and/or fatalities.
Statement of the problem: The Hamden Police Department operates 24 hours a day and our officers are required to respond to many calls for service including subjects who armed. The department lacks the proper funding to acquire the necessary equipment that is needed to properly investigate these types of calls.
Project design and implementation: The department is looking to purchase Ballistic Shields with transport bags that will be used by sworn members of the department when needed in response to calls for service involving armed and/or barricaded subjects that may result in serious injuries and/or fatalities that would require the need for this type of protection. The equipment will be used by sworn members when needed to perform these types of investigations.
Capabilities and competencies: The Ballistic Shields with transport bags will be used by sworn members of the department that have been properly trained in their use. This type of equipment is vital to any Law Enforcement agency that responds to these serious types of calls for service that may involve serious injuries and/or fatalities.
Explanation of Expenses: The equipment will be purchased from a vendor on state or government contract or the lowest bidder per town ordinance. A vendor has provided a quote for approximately $9,310.00 dollars. The department will attempt to obtain additional quotes.
Acquisition of Canon EOS 90D DSLR Camera with EF-S 18-135mm Lens - $ 1,700.00
The Hamden Police Department has proposed to purchase a Canon Camera that will be used for properly photographing crime scenes. The department is looking to provide our officers with the proper equipment that is required in the performance of their respective duties.
Statement of the problem: Sworn members of our department are required to respond to calls involving crime scenes or other types of scenes that must be photographed properly and preserved. The department lacks the proper funding to acquire the equipment that is needed to properly document these scenes.
Project design and implementation: The department is looking to purchase a camera that will be used by sworn members of the department. The new camera will only be used by sworn members of the department whom have been properly trained in its use.
Capabilities and competencies: The camera will be properly stored within the crime scene unit and sworn members of the department will be properly trained in its use. The new camera will allow our officers to properly photograph and document crime scenes or scenes involving serious motor vehicle accidents.

Acquisition of an Automatic Cyanoacrylate Fuming Chamber - $7,736.00
The Hamden Police Department has proposed to purchase an Automatic Cyanoacrylate Fuming Chamber that will be used by sworn members of the department that have been properly trained in its use. The department is looking to provide our officers with proper equipment to develop fingerprints and DNA which is vital in criminal investigations.
Statement of the problem: The Hamden Police Department operates 24 hours a day and our officers are required to respond to calls involving serious crimes. The department lacks the proper funding to replace our current equipment (Automatic Cyanoacrylate Fuming Chamber) that can’t be repaired and is obsolete. This equipment is used by members of the Crime Scene Unit to obtain fingerprints and DNA evidence that is vital in solving crimes.
Project design and implementation: The department is looking to purchase a new Automatic Cyanoacrylate Fuming Chamber to replace our current unit that is not operational and obsolete. The new equipment will only be used by sworn members of the department whom have been properly trained in its use.
Capabilities and competencies: The Automatic Cyanoacrylate Fuming Chamber will be housed in the Crime Scene Lab and sworn members of the department will be properly trained in its use. The new equipment will allow our officers to develop fingerprints and DNA to assist in solving criminal investigations.

Acquisition of an Accurint TraX Software Program (3-year subscription) - $15,900.00
The Hamden Police Department has proposed to purchase a Software Program with a 3-year subscription to Accurint TraX software program that will be used by sworn members of the department that have been properly trained in its use. The department is looking to provide our officers with proper equipment that will assist them in investigating serious crimes.
Statement of the problem: The Hamden Police Department operates 24 hours a day and our officers are required to respond to calls involving serious crimes. The department lacks the proper funding to purchase this type of software program that will assist them in conducting their investigations related to serious crimes. Many serious crimes require accessing many different databases in developing leads and/or suspects which is time consuming and time is of the essence.
Project design and implementation: The department is looking to purchase a new Software Program that will extract data from several different databases. The new software program will only be used by sworn members of the department whom have been properly trained in its use.
Capabilities and competencies: The Software Program will be installed on our computers at the Hamden Police Department with access provided as needed to conduct investigations. The new equipment will allow our officers to develop leads and/or suspects to assist in solving criminal investigations.

5) Acquisition of Traffic Equipment and supplies - $3,429.00
The Hamden Police Department has proposed to purchase traffic safety equipment and supplies. The equipment and supplies will be used by sworn members of the department.
Statement of the problem: The Hamden Police Department continues to receive complaints from the general public regarding aggressive driving and speeding throughout town and needs the funding to address these concerns.
Project design and implementation: The department will purchase a Laser Unit for use in the field and provide our officers with traffic safety supplies.
Capabilities and competencies: The Laser Unit will allow us to continue conducting motor vehicle enforcement throughout problem areas in town and the traffic safety equipment will be used by sworn members of the department as needed in the performance of traffic duties.
