The Fargo Police Department utilizes a COMPSTAT process for analyzing crime trends and for planning pro-active crime and traffic crash reduction methods. Formal administrative meetings for COMPSTAT are held every other week, but the process involves daily work at most levels of their department. Formal administrative meetings for COMPSTAT are held every other week, but the process involves daily work at most levels of their department. COMPSTAT and crime prevention activities are department-wide processes that require a great deal of time and resources. They have struggled to remain fiscally responsible with our current budgeted overtime. They overspend our overtime account annually and cannot get adjustments authorized to expend these funds. Most of their overtime budget is consumed by off duty court time and sustaining minimum staffing levels for the uniformed division of their department. Their lack of manpower limits our ability to provide much in the way of pro-active policing measures because their staffing levels typically limit their personnel to taking calls for service and follow-up investigations on past crimes or accidents. They would like to use grant funds to cover overtime costs for pro-active crime prevention, accident reduction efforts, and traffic enforcement. These efforts would be directed and evaluated for effectiveness by shift supervisors and administrators through their COMPSTAT process.
The Fargo Police Department’s Narcotics Bureau does not have overtime budgeted directly to the unit. For several years, the overtime expenses are covered by annual JAG grants.
