The FY 2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Program in Essex County represents a collaborative effort between four jurisdictions within the County: the Essex County Sheriff's Office (ECSO), East Orange Police Department (EOPD), Irvington Police Department (IPD), and Newark Police Division (NPD). The joint program is led by the Newark Police Division, acting as the administering agency and fiscal agent. Each law enforcement agency seeks to address crime and public safety issues unique to their respective jurisdictions while also enhancing interagency coordination to combat regional crime, terrorism threats, and improve public safety.
Essex County, one of New Jersey's most populous and diverse counties, faces a disproportionately high crime rate, accounting for 21% of the state's murders, 17% of robberies, and 28% of car thefts. The JAG funding of $287,781 will be distributed to each jurisdiction to address critical law enforcement needs. ECSO will utilize its allocation of $13,197 for a smartboard to enhance planning, briefings, and training. EOPD will use $39,414 to purchase cloud-based evidence management software and laptops to streamline operations. Irvington PD will allocate $37,753 to purchase 10 new portable radios, improving communication and safety for officers. Newark PD, receiving $197,417, will fund approximately 2,583 hours of officer overtime to enhance police presence in high-crime areas and reduce violent crime. The Newark Police Division, as the lead agency, will ensure proper documentation, reporting, and compliance with all JAG requirements.
