The Seattle Police Department (SPD) seeks funding through the National Sexual Assault Kit Initiative grant under Purpose Area 4 to support the continued investigation and prosecution of unsolved sexual assault cases. These efforts will utilize advanced DNA analysis, new research methodologies, and innovative investigative tools to identify and bring to justice violent sex offenders. Despite being Washington’s largest city, Seattle faces significant challenges related to violent crimes, including sexual assaults. SPD has proactively addressed this issue; however, further investigation is required to address the backlog and resolve cases with identified and unidentified DNA profiles.
The project will enhance SPD’s capabilities by forming a multidisciplinary team (MDT) involving prosecutors, victim advocates, and service providers to ensure a coordinated response.
The SPD will implement a Sexual Assault Management System for real-time tracking and management of sexual assault kits, aiding in the seamless collaboration among MDT members. Advanced DNA testing methodologies, including single nucleotide polymorphism testing and forensic genetic genealogy, will be employed to resolve cases. This grant will also support victim-centered notifications and trauma-informed support services, ensuring survivors receive timely and sensitive updates. SPD’s comprehensive approach, supported by a committed MDT and advanced technological tools, aims to enhance the investigation of cold case sexual assaults, ensuring justice for survivors and the community’s safety.
