Description of original award (Fiscal Year 2024, $548,000)

The Regional Information Sharing Systems (RISS) Program is a nationwide project that serves more than 10,500 local, state, federal, and tribal law enforcement and public safety agencies. Through the collaboration and coordination among six RISS Centers, the Program focuses on the following priorities: investigative case support; secure information and intelligence sharing; and officer safety, deconfliction, and law enforcement wellness.

The Institute for Intergovernmental Research (IIR) has successfully demonstrated its comprehensive knowledge of the RISS Program. It has built a trusted partnership and long-standing relationship with RISS leadership, staff, and the RISS Technology Support Center (RTSC) for more than 40 years. In addition, IIR has helped ensure consistency, collaboration, and communications among the six RISS Centers and the RTSC. IIR has the expertise, knowledge, and capabilities to successfully serve as the training and technical assistance provider for RISS as well as historical knowledge regarding RISS operations, nationwide efforts, technology initiatives, services and resources, and statistics. 

IIR is submitting this proposal under the Justice Information Sharing Training and Technical Assistance (JISTTA) Program to continue to provide TTA support to the RISS Program. This proposal helps advance the JISTTA Program goals and furthers the U.S. Department of Justice’s mission to uphold the rule of law, to keep our country safe, and to protect civil rights. This project aims to improve the criminal justice system through innovative information sharing solutions, multiagency collaboration, and the implementation of data-driven, evidence-based strategies. 

Activities under this proposal include the following: conducting reviews, policy evaluation, and program analysis; providing and supporting strategic planning; facilitating collaborative efforts with RISS partner organizations, planning and coordinating RISS National Policy Group and other working group meetings, committee meetings and project meetings; developing national reports and submitting aggregated RISS Center and RTSC statistics; collaborating with RISS Center Directors to support national and regional meetings and events; developing and updating deliverables and publications, RISS data sources, and working groups; maintaining online content; developing and disseminating outreach materials; and supporting work in the area of event deconfliction efforts, including participating in efforts to further deconfliction as it relates to subjects and cyber.

RISS, the RTSC, and IIR have a long-standing history of working together, resulting in successful information sharing and service delivery within the law enforcement and public safety communities. The IIR infrastructure to support RISS and the RTSC is positioned to ensure uninterrupted operations and cost savings for RISS and the federal government.
