Description of original award (Fiscal Year 2024, $1,000,000)

The Health and Reentry Project (HARP), in collaboration with ForHealth Consulting, proposes to implement “Utilizing Medicaid Opportunities for Corrections Through Targeted TTA.” HARP is the only organization in the country with a mission to improve the health and safety of people and communities by advancing and implementing policies that expand access to care for people returning to communities after incarceration. Groundbreaking changes that are taking place to expand Medicaid coverage in the correctional system for the first-time demand implementation support for adult corrections institutions nationwide. The purpose of the proposed project is to help adult corrections facilities successfully implement new and existing Medicaid and CHIP opportunities. This training and technical assistance is designed to improve access to and continuity of coverage and care during reentry through a set of strategies to educate and engage correctional facilities leadership and staff and support compliance, implementation, and capacity building. HARP proposes to develop a suite of field-wide resources, as well as provide in-depth, direct training and technical assistance virtually and in-person to jurisdictions to support implementation of new policies. HARP will work directly with jurisdictions to assess needs, identify emerging approaches, and challenges, develop tailored solutions, and share resources that serve the broad field of facilities that are being called upon to implement these groundbreaking and complex changes. As a result, adult corrections agencies will understand new policies and the operational considerations for their implementation, develop stronger relationships with state Medicaid programs and the community health care partner, and be better equipped to leverage new policies to improve health and justice outcomes.
