The goal of the proposed enhanced probation program is to redirect Tribal youth who are considered at-risk for delinquency or who have committed a delinquent offense from deeper involvement in the juvenile justice system. The Tribal juvenile probation program proposes to provide probation services to an additional forty court-involved youth each year over 5 years to youth ages 8-17 who are at risk of developing delinquent behavior or who have already committed a delinquent offense. Program priority will focus on juveniles who have truancy and anti-social behavior problems and/or who have appeared before the juvenile court judge. Two main approaches to juvenile delinquency prevention will be utilized: the early intervention program and intervening with minor status offenders. The program is designed to use a “positive youth development” approach which will create a safe environment, will allow for connections with caring adults and will build on strengths and assets of the youth involved. The prevention program will be rooted in Native American culture which is an accepted diversion approach. Additionally, as a Harvesting Change grant the Tribe will work to increase the Tribe’s capacity to sustain effective youth program intervention, services and supports at the end of 5 years. To enhance or expand their current juvenile justice program, the Tribe will use funding to hire a juvenile probation officer, ensure training, supplies and services to foment much-needed enhancement regarding their Tribal youth.
