Description of original award (Fiscal Year 2009, $224,981)

Under this award, San Diego County will further develop and operate a victim centered human trafficking task force in conjunction with the U. S. Attorney's Office, Federal law enforcement, and their Office for Victims of Crime Human Trafficking Services provider to identify and rescue victims of human trafficking and to proactively investigate human trafficking and prosecute traffickers. The primary goal of this program is to identify and rescue foreign victims of trafficking through a victim centered, proactive investigation strategy. The secondary goal is the interdiction of trafficking and the successful prosecution of traffickers.

San Diego County, through the Sheriff's Department, will use the supplemental grant award to support the work of the San Diego Human Trafficking Task Force. The San Diego County Human Trafficking Task Force will meet on a monthly basis. The meetings will consist of information sharing, specialized investigative human trafficking training, and the planning of proactive collaborative human trafficking investigation operations.

The San Diego County Human Trafficking Task Force will conduct a minimum of 52 human trafficking operations during the project period. The operations will consist of proactive investigations targeting street prostitution, Craigslist solicitations, and massage parlor stings. These types of operations have proven to be extremely effective in identifying victims and potential victims of human trafficking.

The task force will also conduct specialized training related to the identification of human trafficking victims for a minimum of 100 law enforcement personnel and 45 victim service providers and community leaders during the project period.
