The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants. Implementation and Enhancement grants are intended to assist jurisdictions to either implement strategic plans already developed or to enhance existing sex offender management strategies.
The City of Cullman, Alabama has authorized The Child Advocacy Center of Cullman, Inc to form a multidisciplinary collaborative team to assess current programs, practices, policies, and resources used in managing the City's juvenile sex offenders. The team will be dedicated to developing strategies, consistent with evidence-based best practice standards, to address the most critical needs and to monitor and evaluate the implementation of juvenile sex offender management from the investigation of a sexual crime to the completion of treatment.
Phase I of the project will focus on an assessment of the current juvenile sex offender management system. Phase II will include developing new policies, training, monitoring and evaluation.
