Description of original award (Fiscal Year 2006, $250,000)

The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants. Implementation and Enhancement grants are intended to assist jurisdictions to either implement strategic plans already developed or to enhance existing sex offender management strategies.

The Kalamazoo County Sheriff's Department will establish a local sex offender management collaborative team and engage other relevant local stakeholders to participate in a multidisciplinary partnership for planning and implementation. The team will develop, implement, and promote the use of a comprehensive strategy for managing sex offenders using evidence-based practices for sex offender treatment, release planning, and community supervision, development, and education. Phase I of the project will involve the assessment, planning, and development of a comprehensive strategy. Phase II will focus on implementation of the strategy. Major tasks of the project will include: 1) creating a system map of the county's current policies and practices for assessing risk and classifying, managing, treating, and supervising sex offenders; 2) identifying the strengths, gaps, and barriers to current policies and practices; 3) examining, adopting, and implementing evidence-based practices into programs and supervision strategies to enhance management; and 4) revising the current system to create a comprehensive, integrated approach to sex offender management. A qualitative and quantitative evaluation will be conducted to examine formative and summative outcomes of the project.
