The Anti-Gang Initiative provides funds to support new or expanded anti-gang enforcement and prevention efforts under the existing Project Safe Neighborhoods (PSN) Initiative. These new funds may be used by the PSN task force to combat gangs by leveraging current strategies and partnerships developed under PSN initiatives or may be used to develop new anti-gang initiatives. The Anti-Gang initiative will be led by the United States Attorney in each of the 94 federal judicial districts across America. Grant funds will be awarded to a single fiscal agent in each of the 94 districts. The fiscal agent, in coordination with the PSN task force, will allocate the funds throughout the community to support the anti-gang initiative in that community.
The YWCA of Wheeling serves as the fiscal agent for the Northern District of West Virginia's Fiscal Year 2007 Anti-Gang Initiative. The District proposes to use its funds to support the following three components: education; eradication; and incarceration. The Steering Committee recommends that specialized anti-gang training and prevention measures be offered to law enforcement agencies in the District. These trainings will be conducted through specific anti-gang summits and outreach activities. National speakers and trainers will supply the training information. Furthermore, the Steering Committee feels that through community awareness and education, identification of gang members will be made sooner. Once identification is made, the appropriate law enforcement agency can then begin to investigate these claims. Finally, through education of local, state, and federal law enforcement and judges, the appropriate use of statutes will be applied. The Steering Committee will send the message that the District will not tolerate the development of gangs in the state.
