The Residential Substance Abuse Treatment Formula Grant Program (RSAT) assists states and local governments in developing and implementing substance abuse treatment programs in state and local correctional and detention facilities. The RSAT Program also assists states and local governments in creating and maintaining community-based aftercare services for offenders who are released from institutionally based substance abuse programs. RSAT Formula Grant funds may be used to implement three types of programs. At least 10 percent of the total state allocation for FY 2007 shall be made available to local correctional and detention facilities (provided such facilities exist) for either residential substance abuse treatment programs or jail-based substance abuse treatment programs as defined below.
The State of Iowa FY 2007 RSAT program funds will supplement Justice Assistance Grant funding in order to provide substance abuse treatment for male juvenile offenders at a State Training School (STS) and for female juvenile offenders at an Iowa Juvenile Home. Both institutions employ psychiatrists, psychologists, and other clinical staff to provide gender specific services to high-risk youth in the criminal juvenile justice system in support of promoting student success in treatment. The STS will admit 50 students per year with a capacity of housing 32 students at a time in Cottage 8, the designated treatment location. The age range of residents will be 12 to 18 years of age. The students will be placed at STS for a minimum of 6 months and a maximum of 12 months and progress in treatment will be monitored monthly on the Iowa Division of Substance Abuse (DSA) Continuing Stay Criteria form. All students will receive treatment that follows federal guidelines of the RSAT program with a 60 percent successful completion rate. The RSAT program at STS will conduct and track the results of pre- and post-testing to assess client understanding of the treatment information. Eighty percent of the students who receive a trial home visit during their stay in the RSAT program and will attend AA/NA meetings during their home visit. Ninety percent of the students who are discharged from the RSAT program will receive a referral to a community-based recovery program.
The Iowa Juvenile Home (IJH) will admit 35 students ages 12 to 18 to a 20-bed facility per year for a minimum of 6 months and a maximum of 12 months. Components of female-specific programming, along with chemical dependency, include emotional and physical safety, empowerment, sexuality issues, relationship/boundary issues, and health issues. Student progress in treatment will be monitored monthly on the DSA Continuing Stay Criteria form and pre- and post-testing to assess student understanding of the treatment information. The program expects a 60 percent successful completion rate. Eighty percent of the students who receive a trial home visit during their stay in the RSAT program will attend AA/NA meetings during their home visit. Ninety percent of the students who are discharged from the RSAT program will receive a referral to a community-based recovery program.
