The Comprehensive Approaches to Sex Offender Management (CASOM) Grant Program is authorized under Title IV of the Violent Crime Control and Law Enforcement Act of 1994, Pub. L. No. 103-322, 42 U.S.C. 13941. The CASOM grants are awarded to state, local, and tribal jurisdictions to develop or enhance sex offender management practices for offenders under community supervision. The Office of Justice Programs awards implementation and enhancement grants. Implementation and enhancement grants are intended to assist jurisdictions either to implement strategic plans already developed or to enhance existing sex offender management strategies.
The University of Illinois at Springfield (UOFS) plans to utilize grant funds to solidify a two-prong system of sex offender management in the State of Illinois by improving information sharing and collaboration. Currently, the Illinois Department of Corrections (IDOC) is responsible for incarcerated sex offenders and those on parole, while the Administrative Office of the Illinois Court (AOIC) is responsible for offenders on probation. There is limited communication and coordination between the two systems.
Under the grant, information sharing between agencies will be fostered through: 1) a two-day workshop for front line employees of IDOC and AOIC, as well as treatment providers that will focus on recent legislation, treatment, Internet crime, housing and home visits, and victim impact issues, 2) the development of a website for ongoing information sharing, and 3) the development of a 'Proceedings' document reflecting workshop activities and results. The document, related materials, and new developments will then be posted on a website accessible to those working with sex offender management throughout the state.
