Description of original award (Fiscal Year 2008, $134,152)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Indian River Community College (IRCC) will enhance the current training program of emergency personnel through the purchase of an Interoperable Satellite Communication System (ISCS) to incorporate into their current Emergency Administration and Management Degree Program. The interoperable communication system will offer first responders hands on technical training to create a mobile unified command center to deploy a modular, scalable, and failsafe interoperable communication system that combines voice, data, and video via broadband satellite connection within minutes of deployment. IRCC will develop enhanced curriculum incorporating the ISCS and field test it using selected public safety partners within their district.
