Description of original award (Fiscal Year 2008, $1,788,697)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The County of San Bernardino will continue supporting the Regional Identification System, which allows law enforcement agencies in San Bernardino and Riverside Counties to access the local and state CAL-ID Automated Fingerprint ID System. The County will purchase 155 mobile identification fingerprint devices, which are designed to capture a thumbprint and photograph from a suspect while on patrol. The County of San Bernardino will also purchase and install 25 FAST-ID computer workstations, which will allow officers to quickly identify a suspect within a correctional setting (intake and release) or courthouse and decrease the amount of time it takes to book a prisoner, and one Photo Recognition Server upgrade. Through the deployment and use of mobile identification devices equipped with facial recognition and FAST-ID workstations designed for interoperability, law enforcement officers in the field will receive near real-time identifications from the local database, which will increase productivity and officer safety.
