The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Gardner Group Inc. (On-Site Academy) is an organization specializing in the treatment of law enforcement stress. They will provide services for law enforcement officers who are returning Iraq and Afghanistan combat veterans, to minimize the impact of their exposure to wartime trauma and accelerate the normal recovery process. They will create a program to service a step-down population from the residential services program or to serve those who need urgent intensive interventions. The Gardner Group will increase their out-service component and outreach to other agencies involved in the support of returning combat veterans. They will maintain and further develop the available residential services, dual diagnosis 90-day residential program, family and widows group, injured in the line of duty/retired officers program, counseling, crisis intervention; and a trauma survivors group; and create a law enforcement officers' peer support team.
