Description of original award (Fiscal Year 2008, $268,305)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Ford County Sheriff's Office will assess and strengthen terrorism prevention activities and response capabilities. Additional attention will be given to criminal activity in agriculture, especially those incidents that could represent potential indicators of terrorist activity. The goals of the project are to: 1) review current terrorism prevention measures; 2) assess response capabilities related to equipment, planning, and first responder training; 3) identify and document vulnerabilities; 4) promote open dialogue between industry and government on mitigation activities; 5) develop training initiatives; 6) develop mitigation strategies; and 7) develop prevention measures and direct education to first responders and critical infrastructure personnel. Focus groups consisting of critical infrastructure administrators, government officials, and first responders will be developed. Reviews of current response and mitigation plans to identify gaps and needs will be conducted. A terrorism readiness assessment will be conducted and will serve as a guide for ongoing preparedness activities.
