Description of original award (Fiscal Year 2008, $178,870)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Detroit Workforce Development Department (DWDD) will implement a Bridge to Success Transitional Jobs Program, based on the belief that former prisoners who receive transitional jobs along with supportive services and job placement will more effectively enter into and maintain unsubsidized employment. The project will provide employment-focused case management services, two weeks of life skills and job readiness training, transitional services, and placement in unsubsidized employment. Progress will be measured by the recidivism rate as well as the number of participants who retain their unsubsidized employment for at least six months following placement. DWDD will also provide support services and in-kind career development and training services. The project will enable the DWDD to increase its capacity to provide services and positive outcomes, including reduced recidivism and increased employment to former prisoners on a long-term basis.
