Description of original award (Fiscal Year 2008, $268,305)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Kansas City Police Department Victim Services Unit (VSU) will implement a program to provide more responsive law enforcement services and enhance the local criminal justice system to better serve the needs and improve the quality of life of its citizens. Through this initiative, the VSU plans to increase the capacity of the criminal justice system to effectively plan, manage and allocate resources for victims. The program will also encourage information sharing among criminal justice agencies, community service providers, and community stakeholders by providing regular collaborative and educational opportunities. In addition, a shared computer tracking system will be created for use among criminal justice agencies.

Advocacy services and tools for overcoming obstacles to successful prosecution will be provided. Training for law enforcement officers, advocates, and the Municipal Court Domestic Violence Prosecutor will be provided. The program will also support the implementation of community-wide public awareness and education efforts.
