Description of original award (Fiscal Year 2008, $447,174)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

Waynesburg University will continue its work in the area of Electronic Crime Prevention and Investigation (ECPI), defining a national standard for training and producing an introductory course which follows e-learning standards. The project will implement upgrades to the introductory course, incorporating comments from field-testing and recent changes in the technology that affect the preservation and investigation of digital evidence. Waynesburg then will create new courses to train law enforcement personnel on the details of proper handling of digital devices and evidence in an e-learning environment. The project will serve state and local law enforcement agencies, specifically those whose first-responders must effectively handle crime scenes involving digital equipment.
