The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The Education and Assistance Corporation (EAC) will support the operation of the Women's Opportunity Resource Center (WORC), which provides clerical training, education, parenting skills, case management, and counseling to women offenders with the goal of assisting them in the successful completion of all court imposed conditions. Through the grant, a full time case manager will be hired to serve as the liaison between WORC, the county Department of Social Services, and Probation. In addition, the case manager would be responsible for reinforcing and monitoring the overall attendance of participants. Participants are referred through the criminal justice system, and participation may be voluntary or part of an alternative sentence imposed by a judge. The program is set for a minimum of six-months, but participants may continue beyond that time if additional assistance is needed.
