The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The County of San Luis Obispo will purchase equipment for the creation of a regional DNA laboratory. A regional DNA laboratory will allow investigative supervisors to set testing priorities based on the priorities of the investigation division, not by the type of crime. The laboratory will provide faster turnaround on all DNA testing, providing results in within weeks, as opposed to months by the state laboratory. The regional laboratory will also provide special handling on important cases, and provide qualified and specialized testimony in court when necessary. The strategic goals of the laboratory include reducing both violent crimes and their nonviolent precursors, increasing investigative efficiency, and reducing case backlog at the state level. Providing DNA evidence in a timelier manner will allow the District Attorney to have all available evidence, as well as help preserve the defendant's right to a speedy trial.
