Description of original award (Fiscal Year 2008, $290,663)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Westfield State College, Institute of Homeland Security will continue to provide assistance to Massachusetts law enforcement professionals by addressing specialized training needs and assisting law enforcement officers and first responders to prepare a collective and well-coordinated response to a variety of public safety, crisis management, and Homeland Security threats and vulnerabilities. The project will provide ongoing training for law enforcement agencies in the areas of crime and threat assessment, vulnerability, practical law enforcement strategies, management, and evaluation standards and practices. The Westfield State College will train law enforcement and other first responders at conferences and other venues. These trainings will be: delivered by faculty, staff, and law enforcement experts; schedule for at least one half day each; and, delivered on campus and at sites throughout Western Massachusetts.
