Description of original award (Fiscal Year 2008, $670,761)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The University Corporation for Advanced Internet Development will: enhance the nation's ability to anticipate and address major network and system security incidents; provide a repository for security-related data and tools; develop new network security services; and, enhance information sharing. The activities of this project include: development of incident-sharing software; efforts to improve the instrumentation of a key network protocol, Domain Name System, to facilitate enhanced response to growing challenges; security evangelism, outreach, and training; and, efforts to leverage existing security tools to identify vulnerabilities. Project activities include: sharing of findings, products, and protocols within a diverse community of higher education, government, and commercial sector network security experts; development of new tools; and, community participation in a national workshop. These activities will contribute to broad improvement in the overall information technology security posture in higher education and among commercial sector Internet Service Providers and federal agencies.
