Description of original award (Fiscal Year 2008, $335,381)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The city of Anaheim will link the Anaheim Police Department (APD) to the Fullerton Police Department's (FPD) Computer Aided Dispatch (CAD) and Records Management System (RMS) using a high speed point-to-point secure fiber optic cable to perform law enforcement and public safety functions in the event of a natural or man-made disaster. The Anaheim Public Utilities Department will be responsible for developing the plan and implementing the fiber installation between the city of Fullerton and city of Anaheim's Police Departments. The short-term goal is to build, develop, and implement a fully redundant CAD system between the APD and FPD to reduce critical functional outage. The long-term goals are to supply the same fully redundant RMS capabilities and then incorporate the Enterprise Virtual Operations Center system which is used for citywide virtual management during emergencies and other management necessities.
