Description of original award (Fiscal Year 2008, $450,000)

The Institute for Intergovernmental Research (IIR) will implement this project to support the protection of privacy and other legal rights in the Information Sharing Environment (ISE), as mandated by the Intelligence Reform and Terrorism Prevention Act of 2004. The U.S. Attorney General and the Director of National Intelligence (ODNI) were directed by Presidential Memorandum to develop guidelines '. . . to be implemented by executive departments and agencies to ensure that the information privacy and other legal rights of Americans are protected in the development and use of the ISE . . .' The resulting ISE Privacy Guidelines were approved and are being implemented by federal, state, local, and tribal agencies and private sector entities participating in the ISE.

To foster the appropriate development and use of the ISE, IIR will provide support services to assist federal agencies and other participants in the implementation of the Guidelines. Those support services will include: the education of ISE participants at all levels; provision of technical assistance; research and response to inquiries; research of pertinent issues; sharing of best practices; and establishment of Web-based guidance and training.
