The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The Buckeye State Sheriff's Association will serve as the fiscal agent for a four county regional project that will provide new visual intelligence tools to all local law enforcement agencies operating in the region. The four counties are Clark, Fayette, Greene, and Pickaway. The goal of the project is to increase response time, enhance officer safety, and increase the accuracy of law enforcement activities through the combined use of a visual intelligence image library and an advanced software application. This technology will: 1) reduce possible errors when approaching dangerous situations; 2) provide all levels of law enforcement personnel with the same information and enhance interoperability; 3) maximize the effects of time devoted to planning events; and 4) create a visual database of critical infrastructure (e.g. bridges, roads, electrical distribution systems, water supplies). Each law enforcement agency will receive a full county library covering its geographical area, access to copy the surrounding counties' image libraries, and appropriate software licenses. Personnel in each county will participate in training on the intelligence tools and will receive customer support services.
