The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The First Judicial District Court will use the grant funds to support the district's treatment court. The treatment court goals are to: promote a better understanding and provide effective linkages between the criminal justice and mental health systems; link offenders with mental illness to appropriate mental health treatment; develop a strong collaboration among all key community stakeholders to ensure that participants receive high quality community-based services upon their discharge from the treatment court program; and improve public safety by reducing recidivism of offenders with mental illness.
Grant funds will be used to contract for psychiatric services; expand the treatment court's current treatment methodology; and augment existing mental health and ancillary services, including substance abuse and mental health therapy (individual, group, and family counseling), medical evaluations, psychotropic medications, family services, pro-social activities, and other programming designed to ensure participant success. .
