The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The District Board of Trustees of Tallahassee Community College will enhance the practice of criminal intelligence with the law enforcement/criminal justice community, demonstrate the benefits derived from the intelligence, and encourage information sharing. They will enhance infrastructure and intelligence training at the Pat Thomas Law Enforcement Academy. The curriculum will enable law enforcement and other criminal justice agency personnel engaged in the planning, collection, collation, analysis, and dissemination of information and criminal intelligence to meet National Criminal Intelligence Sharing Plan standards to ensure professional conduct and the capability to achieve a common understanding of intelligence-led policing. The training program will provide a national model of excellence for other organizations.
