Description of original award (Fiscal Year 2008, $245,946)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The District Attorney Eighth Judicial District will use the grant fund to implement the mobile citation and pre-book data collection system projects for the Larimer County Sheriff's Department. The mobile citation project entails the implementation of a pilot program in the patrol section of the Larimer County Sheriff's Office for the issuance of traffic and criminal citations using mobile data computers and handheld electronic devices. The project goals are to: speed the process of issuing citations; achieve a greater level of legibility; and eliminate repetitive data entry. The intent of the pilot program is to ensure that these goals can be met before committing to a broader implementation of the electronic mobile citation system.

The pre-book data collection project will provide a system to electronically capture arrest data from patrol officers that is currently submitted to booking officers at the Larimer County Jail on hand written forms. The system will capture the following data from patrol officers: arrest and charging information, victim information, affidavit of warrantless arrest, tow information, notice of revocation and denial, and medical advisories. The project goals are to: speed the booking process; achieve a greater level of legibility; and eliminate repetitive data entry.
