The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The Megan Nicole Kanka Foundation will implement the Check Em Out Program to insure that children are being supervised by teenagers and adults that have no criminal history backgrounds that may prove harmful to a child's health and well being. As a result of the high recidivism rate of child sex offenders abusing children, there have been many incidences of children being sexually abused by their coach or someone watching over them in a supervisory position. Therefore, the primary goal of the program is to support an ordinance requiring all volunteers who work with children be fingerprinted in every municipality statewide.
