The Edward Byrne Memorial Competitive Program: National Initiatives, administered by the Office of Justice Programs' Bureau of Justice Assistance, furthers the Department's mission by assisting state and local jurisdictions in improving the criminal justice system and assisting communities in preventing drug abuse and crime. In FY 2008, the program will focus on funding local, regional, and national efforts within five major categories: 1) preventing crime and drug abuse; 2) enhancing local law enforcement; 3) enhancing local courts; 4) enhancing local corrections and offender reentry; and 5) facilitating justice information sharing.

The National White Collar Crime Center will implement the Vehicle Identification Number (VIN) Cloning and Motor Vehicle Title Fraud Training Project under category 2: enhancing local law enforcement. They will develop a VIN cloning and motor vehicle title fraud training seminar for law enforcement personnel. The training, to be created in consultation with experts in the field of motor vehicle identity theft, will reach approximately 2,000 state, local, and tribal front line officers and investigators from across the country. The seminar will provide information on various vehicle identity theft schemes and methods, improve law enforcement's abilities to identify stolen vehicles disguised through vehicle identity theft or cloned with a replaced VIN, and enhance investigative knowledge necessary to recognize vehicle identity theft during normal enforcement activities. Officers will also be able to use additional presentation materials provided to educate private companies and the general public.
