Description of original award (Fiscal Year 2008, $1,908,000)

The Institute for Intergovernmental Research (IIR) will provide support for the National Suspicious Activity Reporting (SAR) Implementation and Collaboration Project. IIR will develop SAR pilot sites, conduct project management, and provide technical assistance to pilot sites. The project will: identify up to nine SAR pilot sites and document their current SAR processes, procedures, information sharing priorities, and existing technology; create an operational plan and implement technology to gather, process, report, analyze, and share suspicious activity using a shared-space technology; and, develop connectivity for the connection and transport of shared SAR data using controlled unclassified information systems. IIR will also enhance the National Criminal Intelligence Resource Center website, support the project technology, and work with the International Association of Chiefs of Police to raise awareness of the SAR initiative in small to midsize law enforcement agencies.
