The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states, tribes, and local governments to support a broad range of activities to prevent and control crime based on their own local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
The disparate jurisdictions of Penobscot County and the city of Bangor will utilize their Fiscal Year 2008 JAG award to conduct on-going monthly mandatory training for all Special Response Team Members. The training consists of tactical entry, active shooter, physical fitness, team movement, perimeter security, riot control, crisis negotiations, and four year weapons qualifications. They will also purchase and maintain specialized equipment, such as ballistic protection, lights, entry equipment weapons systems, training tools, digital cameras, and video or surveillance devices. Additionally, they will continue the support of the Elder Service Program. Penobscot County will use less than 10% of administrative funds. The Bangor Police Department will utilize the funds to enhance their patrol efforts in traffic enforcement, add signage that could be used with special traffic details, and purchase a laser radar gun for speed enforcement and other equipment that would enhance the traffic efforts for their downtown police mountain bike unit.
