The Statewide Automated Victim Information and Notification (SAVIN) program ensures victims of crime receive accurate and timely information regarding the status of offenders and events related to their case. Through SAVIN, victims are able to participate in the judicial process and make sound decisions to protect themselves from further victimization while maintaining total anonymity. This information-sharing capability is also available to courts, corrections, and law enforcement officials.
The Commonwealth of Puerto Rico will utilize the 2008 SAVIN grant to implement a SAVIN system to be housed at the Department of Corrections (DCR). It is anticipated that the initial launch will take place in four counties.
The DCR will develop a comprehensive governance, technology, project design, and program management plan in accordance with the SAVIN guidelines and standards. The selected vendor will work with the DCR and the participating agencies to implement and operate the proposed service. This will include the deployment of Global Justice XML Compliant adapters for each of the participating prisons and setup of the required data network to transmit offender transactions to the vendor's notification center. The vendor will be responsible for the deployment and maintenance of the network and the inbound and outbound communication services with the victims both in English and Spanish. Inbound access includes: toll free automated telephone service; internet; and 24/7 live operator access. The vendor will also be responsible for all outbound notification services to victims via telephone and email. Puerto Rico will also have a TDD capability for hearing impaired victims. The DCR will also take an active part in educating the public about this service. Grant funds will cover two personnel positions; travel for conferences and meetings; various equipment; general supplies; and contractual services (SAVIN vendor, project coordinator, and data entry personnel).
