Description of original award (Fiscal Year 2008, $263,607)

The Statewide Automated Victim Information and Notification (SAVIN) program ensures victims of crime receive accurate and timely information regarding the status of offenders and events related to their case. Through SAVIN, victims are able to participate in the judicial process and make sound decisions to protect themselves from further victimization while maintaining total anonymity. This information-sharing capability is also available to courts, corrections, and law enforcement officials.

The Arkansas Department of Correction (ADOC),in collaboration with the Arkansas Department of Community Corrections and the Arkansas Crime Information Center will work to supply the needed information on offenders to the statewide notification system. ADOC will use their FY2008 SAVIN award to enhance and expand their existing SAVIN program. ADOC will make the following improvements to their current SAVIN system: 1) additional offender photos will be added to the Arkansas VINE (Victim Information and Notification Everyday) link; 2) interfaces for the county jails and police departments that are not currently participating will be expanded; and 3) photograph uniformity using digital cameras will be utilized to ensure that all photos placed in VINE are similar and show an accurate likeness of the offender from a comparable distance. Enhancements will be accessible statewide in English and Spanish, and will be available to all Arkansas residents using the VINE system.
