Description of original award (Fiscal Year 2008, $650,000)

The city of Westminster will develop and operate a victim-centered human trafficking task force in conjunction with the U. S. Attorney's Office, federal law enforcement, and the Office for Victims of Crime Human Trafficking Services. The primary goal of this program is to identify and rescue victims of trafficking through a victim-centered, proactive investigation strategy. The secondary goal is the interdiction of trafficking and the successful prosecution of traffickers.

The city of Westminster will use its fiscal year 2008 award to support the Orange County Human Trafficking Task Force (OCHTTF) in its mission to address the gaps in services in identifying and rescuing trafficking victims and proactively investigate trafficking cases. The OCHTTF will designate key personnel to serve on its committee, document victim response protocols, create and sign a memorandum of understanding with service agencies, and streamline a proactive trafficking investigations strategy. The OCHTTF will train law enforcement officers and other first responders in victim identification, investigations, interviewing, and prosecution. Grant funds will support travel for trainings, supplies associated with the cost of the task force, and consultant and contractual costs.
