Description of original award (Fiscal Year 2009, $299,999)
The FY 2009 Indian Alcohol and Substance Abuse Program (IASAP) provides funding and technical assistance to federally recognized tribal governments to plan, implement, or enhance tribal justice strategies to address crime issues related to alcohol and substance abuse. Key IASAP objectives include: developing a project activity team; identifying, apprehending, and prosecuting those who illegally transport, distribute, and use alcohol and controlled substances; prevent and reduce the number of alcohol and substance-abuse-related crimes (with a priority on law enforcement led strategies which focus on controlling and preventing alcohol & substance abuse), traffic fatalities, and injuries; developing and enhancing collaborations with federal, state, tribal, and local criminal justice agencies; integrating tribal and non-tribal services for offenders and their families; and making available culturally appropriate treatment and other services.
The Association of Village Council Presidents (AVCP) will ensure the continuity of its traditions and culture while maintaining its sovereignty and self-determination by developing a 3 year Tribal Safety Strategic Plan to address alcohol and substance abuse. The goal will be to implement law enforcement led strategies that reduce and prevent alcohol and substance abuse. An advisory board comprising a member from each of the ten AVCP sub-regions will be led by a member of the Board of Directors, and will include representatives from tribal government, law enforcement, and tribal courts and state court. The advisory board will manage the project and be responsible for issuing written progress and fiscal reports on a regular schedule to keep all interested parties apprised of the coordinated effort of moving forward toward the goal of reducing and preventing alcohol and substance abuse on the Yukon Kuskokwim Delta.
